The King County Department of Community and Human Services’ (DCHS) Behavioral Health & Recovery Division (BHRD) is pleased to release a Request for Proposals (RFP) for the 2026-2027 Youth Support Services (YSS) program.
This RFP seeks to fund organizations with a deep knowledge of behavioral health services and substance use disorders (SUD) that have experience designing and/or delivering services that meet the needs of community, and display competence in working with Black, Indigenous, and People Of Color (BIPOC) communities, and communities of differing abilities and identities.
The YSS program uses Dedicated Cannabis Account (DCA) funds to provide outreach and engagement services to youth and young adults, ages 13-25. Outreach and engagement services provided are personalized, culturally responsive, and emphasize connection to resources and services that will allow young people to maintain sobriety, remain safely housed, and make progress toward school and employment goals.
Organizations may request up to $500,000 ($250,000 annually) for the funding period. The RFP applications are due by Monday, October 13, 2025, at 2pm (PST).

Who should apply?
This request is open to for-profit and nonprofit organizations, Community-Based Organizations, tribes and tribal organizations and public or governmental agencies serving communities in King County. Small nonprofits, people of color-led organizations, Native and Indigenous community-led organizations, organizations led by LGBTQIA+ leaders serving LGBTQIA+ community, other culturally specific organizations, and small Community-Based Organizations are encouraged to submit a proposal.
