I.  RFP Overview

DCHS is pleased to release this RFP from DDECSD for CIOR services in King County.  CIOR services seek to ensure individuals with I/DD, delays and their families can access the information, skills, and supports they need to live and participate in the community. CIOR services include information and referral services, outreach and engagement activities, systems navigation supports, skill building and educational activities, civic engagement efforts and events.

The RFP aligns with the County’s goal to ensure all people, regardless of who they are, or where they live, can thrive, with full and equal access to opportunities, power, and resources.

II. The Request

DCHS/DDECSD is requesting proposals from organizations to provide CIOR services in support of King County residents with I/DD, delays and their families. The RFP will solicit proposals for programs in two investment areas:

1.  Community Information, Outreach and Systems Navigation

This investment area supports individuals with I/DD and their families to access a range of services including information and referral, community outreach, and systems navigation activities that increase equitable access to culturally and linguistically services and community services and supports across service systems.

2.  Education and Civic Engagement

This investment area supports individuals with I/DD and their families to access a range of services including educational and civic engagement activities that increase knowledge and engagement of community supports and participation in civic events

Both of the investment areas drive for results in the community that promote equitable and integrated community supports and promote connections that contribute to inclusion in community life across the lifespan.  Applicants may apply to provide programs in one or both investment areas.  Partnerships are strongly encouraged to apply.

III. Funding Amount, RFP Funding Priorities and Eligibility

DDECSD will award up to $ 1,035,000 per year across both investment areas for up to four and a half years. Consistent with the County’s Equity and Social Justice Plan, DDECSD prioritizes RFP investments in CIOR services that engage individuals with I/DD and their families from communities and groups experiencing historic and persistent barriers and disparities; and that support organizations using program practices and structures that are consistent with DDESCD values related to Equity and Social Justice, capacity building, County Values and DDA Guiding Values.

This RFP is open to not-for-profit organizations, community-based organizations, tribes and tribal organizations in King County. Small non-profits, community-based organizations, and Black, Indigenous, and People of Color led organizations are strongly encouraged to submit proposals.
