Apply Now: $850,000 available for Housing and Recovery through Peer Services (HARPS)

The King County Department of Community and Human Services (DCHS) is pleased to release the Request for Proposal (RFP) for Housing and Recovery through Peer Services (HARPS) with funding from the Behavioral Health and Recovery Division (BHRD). 

This RFP seeks a community organization to provide HARPS housing services and short-term housing bridge subsidies to people who are released from an inpatient behavioral healthcare setting such as a psychiatric inpatient setting or SUD residential treatment program.   

Homelessness is traumatic, cyclical, and puts people at risk for mental health and substance use disorders. Homelessness also interferes with one’s ability to receive services, including services for behavioral health conditions, and jeopardizes the chance for a successful recovery.  

The mission of HARPS is to support transition from institutional settings into housing, reduce homelessness, and to support the opportunity of people with behavioral health conditions to live independently in the communities of their choice.

Available funding 

Approximately $850,000 in funding is available through this RFP. The funding is composed of $246,138 in Washington State Department of Commerce funding and $604,750 in Washington State Health Care Authority funding. 

This contract is tentatively scheduled to begin around February 1, 2023, and to end of June 30, 2023. However, it is anticipated that the HCA and Washington State Department of Commerce contracts for this program will be continued annually after June 30, 2023.
