Best Starts for Kids’ Youth Healing Project

RFP for Survey to Assess Region’s Behavioral Health Needs
King County is seeking a research organization to work closely with DCHS’ Behavioral Health and Recovery Division (BHRD) to design and conduct a Needs Survey of King County residents.
The BHRD Needs Survey is a population-based survey intended to better understand and assess the behavioral health needs of King County residents to ensure the mental health and substance use services the county administers is responsive to community need.

Mental Health Residential Treatment Facilities
Capital funding for licensed residential treatment providers serving King County is now available. The primary goal of this funding is to improve access to and the availability of Mental Health Residential Treatment (MHR Treatment) services by covering costs associated with new construction, facility acquisition, building renovation or expansion, and other capital pre-development and development costs. MHR Treatment is a critical level of care within a robust continuum of mental health services, where individuals can receive intensive treatment within a structured setting and receive 24/7 support.

Veterans, Seniors, and Human Services Levy Human Services Workforce Stabilization
This investment aims to improve staff recruitment and retention within organizations with active DCHS or Veterans, Seniors, and Human Services Levy (VSHSL) contracts providing human services in King County. Funds may be used to support staff across an organization through related expenses including, but not limited to:
- wage increases
- improved employee benefits
- cost-of-living assistance subsidies or offsets, such as housing, education, childcare, or health insurance
- hiring bonuses
- retention bonuses
- professional development and other training to improve service quality and staff wellness.
This opportunity is open to eligible organizations that are funded by DCHS or VSHSL, and have an active contract as of January 1, 2027. You can learn more in this Cultivating Connections’ blog post.

Capacity Building and Technical Assistance Funds for Jurisdictions: Youth Crisis Care Center
This funding opportunity is intended to help jurisdictions partner with Behavioral Health Agencies (BHAs) interested in operating the future Youth Crisis Care Center to determine a jurisdiction’s readiness to potentially host the facility. It is available to King County jurisdictions.
The timing of this RFP aligns with the separate procurement process DCHS is currently conducting to select qualified BHAs to develop, maintain, and operate a Youth Crisis Care Center. Jurisdictions receiving funds through this RFP will coordinate with BHAs applying to operate a Youth Crisis Care Center to support equitable planning, siting, and implementation of the facility in alignment with the goals of the Crisis Care Centers Levy (CCC).
