We are excited to share the 2023 Veterans, Seniors, and Human Services Levy (VSHSL) annual report and data dashboard!
In partnership with 209 community-based providers, the VSHSL served over 74,000 individuals through programs designed to meet the diverse needs of King County residents. These efforts reflect King County’s commitment to equity, racial, and social justice, ensuring that services reached households across various age groups, races, ethnicities, identities, geographic areas, and cultural backgrounds.
Through our collaborative approach in 2023, VSHSL-funded programs expanded their reach and delivered meaningful, equitable outcomes for veterans, seniors, and resilient communities across King County.
Outcomes from the VSHSL in 2023 are organized into five themes:
- Collaborative Partnership: Through strengthened collaborations with VSHSL-funded providers, the levy ensured that essential services reached individuals and families in new and improved ways, reflecting a dedication to centering community voices and adapting to emerging challenges.
- Expanding Access: The VSHSL empowered communities by expanding accessto essential services such as healthcare, housing, and mental health support.
- Fortifying the Human Services Workforce: The findings from the 2023 King County Nonprofit Wage & Benefits Survey underscored the urgent need to address issues such as compensation to enhance staff recruitment and retention across the human services sector. In response, strategic investments were made to improve workforce sustainability and support nonprofit organizations delivering critical services in the county.
- Reducing Veteran Homelessness: To continue reducing veteran homelessness in King County, in 2023, the VSHSL expanded the first-in-the-nation Collaborative Case Management (CCM) program, administered by the King County Veterans Program (KCVP), which blends federal housing vouchers and local housing navigation with support services through the KCVP.
- Enhancing Emergency Preparedness for Seniors: VSHSL-funded senior centers emerged as focal points for building resilient service hubs, particularly in preparing for weather emergencies. Collaborative efforts between King County and senior centers aimed to enhance readiness to act as resiliency hubs or emergency shelters, emphasizing the importance of community preparedness and sustainability for future generations.

The 2023 VSHSL Data Dashboard provides performance measure data for all VSHSL strategies and programs for 2023. The VSHSL Dashboard answers critical questions on each tab including who the VSHSL served, the results of the work, qualitative learnings, VSHSL’s reach geographically, and VSHSL financial details. VSHSL data is presented through interactive visualizations.
